When the Office for National Statistics surveyed 20- to 34-year-olds in 2013, it highlighted the crisis of a lost generation. Policymakers quickly tried to tackle the issue by introducing the help-to-buy scheme, and the overhauling of planning procedures with the introduction of the National Planning Policy Framework (NPPF) this year.
